I did so only in order that that Bill might go into Committee, that we might there re-establish the moderate-sized districts, and make it, as I should consider, a good Bill. I was not prepared to go further than the Bill of 1887. I may add--and a little reproachfully too--that I was disappointed, when I brought forward an amendment to the Bill we have passed, providing for amalgamation of country constituencies so that each constituency might return from three to five members, that the members of the Ministry voted against me, although it was really similar to a proposal that they had themselves brought forward in 1887. However, I imagine that they thought it. might imperil the Bill, and they were anxious to see safely passed a Bill which had caused so much trouble: so that I did not feel very much aggrieved. There is another thing that I feel warranted in alluding to--the Hospitals and Charitable Aid Bill, a very important measure. I do not know whether the honourable gentleman who introduced it or Dr. MaeGregor was the real author of it, but I am sorry to say that 1 cannot compliment the draftsmau, whoever he may be, because I do not think that it is any improvement upon the present law: and I am sorry to learn that, instead of bringing forward a new Bill, the Ministry did not bring forward amendments in the old Act. 1 have had considerable opportunity of forming an opinion on this subject, for I have been a member of a Hospital and Charitable Aid Board, and I do not think that the Bill is founded upon sound principles.
