It's 1969 in Washington, DC. After managing the first few years of more mundane service in the US Air Force Office of Special Investigations (OSI), special agent Jake Douglas is chosen for a vital operation. He's one of the select few in the OSI's technical services division. Their mission is to assist with special techniques in agency investigations and perform technical surveillance countermeasures. His mission is to surreptitiously record conversations between an IRS source and its former employer, who had made millions of dollars during the Vietnam War through corruption and the black market. Jake lands on the island of Guam to carry this out entirely on his own, with watchful but distant supervision. Jake makes all of the necessary arrangements for equipment, locations, and sources, but it's the things he couldn't possibly plan for that worry him.
